The two-tiered platforms at the ministerial level and the provincial level as a whole had the conditions for switching between the old and new platforms. In order to successfully complete the platform switching and upgrading work, the relevant matters are hereby notified as follows:

First, attach great importance to the supervision and upgrading of the provincial ministry. The implementation of standards for platform platforms for satellite vehicles for road transport vehicles is an important basis for developing dynamic monitoring of road transport. Through the platform switching and upgrading work, it is ensured that the provincial and provincial supervisory platforms strictly follow the “JT/T 809 Data Exchange” (JT/T 809) standard to ensure the standardization of the functions of the networked control system. The efficient and stable operation of the system and the enhancement of road transport informationization level are of great significance. All provinces must pay great attention to it, and do a good job in switching and upgrading platforms at the departmental and provincial levels.

Second, the time schedule. According to the unified deployment of the Ministry, it is planned to complete the handover and upgrading of the provincial and provincial supervisory platforms by September 21, 2012. The Ministry of Communications and Information Center shall formulate a plan for the transition of the provincial and provincial supervisory platforms and coordinate with the provinces to implement relevant technical details and schedules for switching upgrades.

Third, effectively implement a smooth transition between the old and new regulatory platforms. In order to reduce the impact of the transition of provincial and provincial regulatory platforms on the dynamic supervision of road transport vehicles, the ministerial platform will retain support for the original data transmission protocol to ensure that the provincial regulatory platforms that have failed the standard conformity review have normal access to the Ministry level. platform. At present, Beijing, Shanxi, Anhui, Guangdong, Guangxi, Fujian, Zhejiang, Tibet and other 8 provinces and cities have yet to pass the standard conformity review, of which Beijing and Anhui have yet to submit applications for compliance review. The above-mentioned provincial competent department of transportation shall urge the relevant departments and agencies to ensure that the progress of the work is carried out, pass the compliance review before October 31, and complete the platform switching and upgrading.
