Du Ying, deputy director of China's National Development and Reform Commission, said on May 5 that China will expand the scope of the energy pricing mechanism reform this year.
Du Ying pointed out at the 2008 national economic restructuring work conference that at present and in the future, it is necessary to adhere to market-oriented reforms and do a good job in six aspects, including advancing the construction of a modern market system and guaranteeing the fundamentals of market allocation of resources from the institutional perspective. Change the role and development mode as soon as possible; push forward the reform of state-owned enterprises and the strategic adjustment of the state-owned economy; deepen rural reform, etc.
Xu Zhimin, an official of the National Development and Reform Commission, said last week that the increase in the consumer price index (CPI) is still on the high side. The target and task of price regulation this year are also very arduous. It is necessary for the government to take these factors into consideration when implementing energy price reforms.
The control of energy prices makes it impossible for power companies to pass on the ever-increasing cost of coal to consumers, and has to cut costs by reducing coal inventories. Power companies are therefore vulnerable to potential supply disruptions.
