Europe and the United States raise tire entry threshold companies need to pay attention to PAH content

The WTO Office of the Ningbo Inspection and Quarantine Bureau reported this afternoon that the Swedish Chemicals Agency inspected more than 30 companies importing automobile tires during the summer and autumn of 2012. The companies inspected were required to describe how tires do not contain excessive amounts of polycyclic rings. Aromatic Hydrocarbons (PAHs), but no company has stated that it has conducted any tests on its own. The inspection and quarantine department reminded related companies to pay attention to relevant developments in a timely manner.

The Swedish Chemicals Agency stated that one of the most common ways for companies to ensure that products meet regulatory requirements is to require suppliers outside the EU to provide certification and other related documents, or to provide analysis reports from suppliers, or to use only European markets. The tyres produced by the “EU registered” are presumed to comply with regulatory requirements.

PAHs refer to a large group of chemical substances, which are usually found in petrochemical products, rubber, plastics, lubricants, rust-proof oils, and incompletely burned organic compounds. When the tire wears, particles containing PAHs are released. Inhalation or airborne transmission into land and water sources can cause damage to human health and the environment, as well as being persistent, bioaccumulative, and carcinogenic. Some European Union countries as well as the European Union's Rubber and Tyre Manufacturers Trade Association (ETRMA) have found in earlier tests that tires imported from outside the EU contain excessive amounts of PAHs, of which China is involved in multiple batches and has received much attention.

In view of the serious hazards of PAHs, according to the EU REACH regulations, as of January 1, 2010, if the tyres and oils used in tyre manufacturing are listed in the regulations, benzo(a)pyrene (BaP), benzene And (e) Eight kinds of PAHs such as beryllium (BeP), benzo(a)pyrene (BaA), etc. exceeding 10 mg/kg, or benzo(a) pyrene exceeding 1 mg/kg, will not be sold; Germany also strengthens the management and control requirements of PAHs for power tools and other products; of the “priority pollutants” proposed by the US Environmental Protection Agency, there are 16 types of PAHs, and PAHs must be tested before related products are put on the market.

Europe and the United States are the two major overseas markets for Chinese tire products, and the annual export volume has increased year by year. According to statistics, from January to October this year, Ningbo Port exported 12.69 million tires worth US$430 million, an increase of 50.9% and 61.6% respectively from the same period of last year. Among them, the EU as the main export market, exports 2.6 million, an increase of 46.1%.

The inspection and quarantine authorities reminded relevant companies that they should actively understand the latest developments in relevant standards and regulations of exporting countries, and make early adjustments in raw material procurement, product design, etc.; in addition to labeling the manufacturer's name, manufacturing date code, rolling noise, and In addition to the wet-slippery road surface grip, attention is paid to the toxic and hazardous substances in tire products. This requires companies to strengthen their sense of quality, improve product quality, and do a good job in the qualification testing of later stages, and provide compliance certificates and related documents to ensure the PAHs content. Meet the specification requirements. At the same time, it should maintain close contact with relevant departments to ensure the smooth export of products.
