The notification said that the Ministry of Finance will coordinate the funding for the second phase of the central government's 2013 support for the construction of a national environmental air quality monitoring network. It mainly supports the construction of new standards for the monitoring of national air quality monitoring sites in prefecture-level cities and the air of county-level environmental protection model cities. Quality monitoring data transmission and network quality control platform construction will be subsidized as appropriate. The areas responsible for the implementation of the second phase of the new air quality monitoring task should actively raise matching funds in accordance with the requirements of the “Programme” to speed up the progress of work. Priority should be given to selecting cost-effective monitoring equipment and purchasing domestic equipment according to the relevant requirements of government procurement.

The program pointed out that the technical indicators of PM2.5 automatic monitoring instruments in the second phase can be referenced to the “PM2.5 Automatic Monitoring Instrument Specifications and Requirements (Trial)” issued by China National Environmental Monitoring Station. The automatic monitoring equipment such as SO2, NO2, PM10, O3 and CO shall pass the suitability test of the Environmental Monitoring Equipment Quality Supervision and Inspection Center of the Ministry of Environmental Protection. Under the same conditions, priority should be given to selecting high-cost equipment and equipment and purchasing domestically-made equipment according to the relevant requirements of government procurement.
