The regulations point out that Beijing is currently the key city for air pollution prevention and control determined by the State Council. It should meet the prescribed atmospheric environmental quality standards within the prescribed time limit. Before reaching the standard, the Municipal People's Government can adopt more stringent air pollution control measures. The Municipal People's Government may, in accordance with the quality of the atmospheric environment, adopt traffic control measures that restrict the movement of motor vehicles within a certain area in accordance with the level, age, or type of vehicles.
