Lou Jiwei, Deputy Minister of Finance, said at the 2006 China Industry Development Report Conference held on November 12th that although the current fuel tax bill is high, the Ministry of Finance has not yet planned to increase this tax category. Because now the price of fuel is not in place.

Lou Jiwei stated that after the levy of the fuel tax, it will suppress the consumption of fuel and save energy, but it will not solve the problem of oil production and circulation. Therefore, we must first set the fuel price, and then consider the collection of fuel tax. He also said that in the future reform and construction of the taxation system, special attention should be paid to taxation on factor income. This includes taxes such as personal income tax, resource tax and property tax.

Lou Jiwei also said that in the future, the development of mineral resources will be levied on power, resource taxes, and special proceeds to improve the taxation system for resources. It is understood that the relevant departments are actively pushing forward the reform of the pricing mechanism for refined oil products, and "adjusting and improving the resource tax and implementing the fuel tax" have also been incorporated into the "11th Five-Year Plan" proposals. Lou Jiwei emphasized that only when the price is in place, can we consider the collection of fuel tax.

When talking about the issue of inheritance tax collection that is currently attracting much attention, Lou Jiwei continued that the inheritance tax was carried out on the condition that personal information was very clear. The current collection of personal income tax in China is still difficult, and relevant personal information is still not perfect. Therefore, the imposition of inheritance tax is not currently in place. Before Lou Jiwei made his remarks, relevant officials of the Ministry of Finance also stated earlier this year that “work related to inheritance tax has been shelved and will not be studied in the short term.” It is understood that the world is currently Two-thirds of countries and regions have inherited estate taxes, but the elimination of the estate tax has also become a trend.
