The people's governments of provinces, autonomous regions, and municipalities directly under the Central Government, the ministries and commissions of the State Council, and the agencies directly under the State Council:
Saving resources and protecting the environment are the basic national policies of our country. In order to ease the shortage of energy supply, protect the ecological environment, further raise people's awareness of energy concerns and awareness of energy conservation, and build a resource-saving and environment-friendly society, and with the consent of the State Council, we hereby announce the following issues related to the implementation of the National Energy Conservation Action:
I. Enhance people’s awareness of energy conservation
The large population, relative lack of energy resources, and relatively weak environmental carrying capacity are one of China's basic national conditions. In recent years, in order to achieve the “Eleventh Five-Year Plan†energy-saving and emission-reduction targets, ensure national energy security, and promote sustainable economic and social development, the state has formulated a series of policies and measures to promote energy conservation and achieved certain results. However, the phenomenon of wasting energy is still serious. For example, some local urban construction is greedy for the ocean, the automobile consumption is pursuing large displacement, the housing consumption is pursuing large areas, the decoration is pursuing luxury, a large number of disposable products are used, and the product is overpacked. The unreasonable increase in demand has caused an increase in energy supply shortages, aggravated environmental pollution, and contributed to a bad social atmosphere. The development of energy conservation for all people is related to the sustained and healthy development of our country’s economy and society, to the vital interests of the people, and to the quality of the nation’s civilization. It is necessary to fully understand the significance of in-depth energy-saving actions for all people, heighten the sense of urgency and crisis, comprehensively mobilize energy conservation for all citizens, and turn energy conservation into a conscious action for all citizens.
Second, the main content of the national energy saving action
(a) carry out energy shortage experience. The competent energy conservation authorities at all levels shall, in conjunction with relevant departments, organize and carry out energy shortage experience activities with distinctive themes and various forms during the annual National Energy Conservation Publicity Week to strengthen awareness of energy conservation. Local people's governments at all levels and the main leaders of various departments of the State Council must participate in an energy shortage experience every year.
(b) Open the car one less a week. In addition to special official vehicles, official vehicles at all levels of administrative agencies, social organizations, public institutions, and state-owned enterprises open one day per week less than the end of the brand name, and the official license plate numbers are 1 and 6, 2 and 7, 3 from Monday to Friday. (c) Strictly control the indoor air conditioning temperature. Except for specific requirements and approval, the indoor air-conditioning temperature setting for public buildings in summer shall not be less than 26 degrees Celsius, and the indoor air-conditioning temperature setting for winter may not be higher than 20 degrees Celsius. Advocate residents to set the air-conditioning temperature with reference to the above criteria.
(d) reduce the use of elevators. Offices at all levels of administrative offices, including three floors below the three floors, will stop elevators in principle and reduce the number of flights during off-peak hours. High-rise building elevators are encouraged to operate in stages or in compartments, and short-distance floor floors do not use elevators to minimize the use of elevators.
(e) Control street lighting and landscape lighting. On the premise of ensuring the safety of vehicles and pedestrians, turn on and turn off the street lights, try to turn on the lights, and promote the use of renewable energy street lights. During the peak hours of electricity use, electricity consumption should be reduced in urban landscape lighting, neon lights in entertainment venues, etc. Administrative agencies and public places at all levels should close unnecessary night lighting, and all landscape lighting should be turned off except for major celebrations.
(6) Universal use of energy-saving products. Encourage and guide consumers to purchase home appliances such as air-conditioners and refrigerators that use energy-efficiency labels above class 2 or have energy-saving product certification marks, and encourage the purchase of energy-saving lamps and energy-saving and environmentally friendly small-displacement cars. Administrative agencies at all levels must give priority to purchasing energy-saving products and earnestly implement the relevant provisions for mandatory procurement of energy-saving products.
(seven) use of energy-saving shopping bags. Strict implementation of the relevant regulations restricting the use of Plastic Shopping Bags for production and sales, promoting re-rafting of cloth bags and vegetable baskets, repeated use of energy-saving and environmentally friendly shopping bags, reducing the use of petroleum, and protecting the ecological environment.
(h) reduce the use of disposable supplies. Promote the use of disposable chopsticks, paper cups, signature pens, etc. Administrative agencies at all levels should take the lead in reducing the use of disposable supplies. All kinds of hotels and restaurants do not provide one-time toiletries. Take effective measures to control excessive packaging and actively resist over-packaging products.
(9) Casual business activities in summer. Every summer, with the exception of major foreign affairs and special requirements, official activities are all casual clothes.
(10) Cultivate conscious energy-saving habits. The units and families are encouraged to open one hour of air conditioning during the summer peak hours and turn on the light for half an hour later. Use natural light as much as possible and turn off the lights to eliminate white light and long light. Close office equipment and home appliances in a timely manner to reduce standby energy consumption.
Third, increase publicity efforts
We must adopt a variety of formats to promote the importance of tight energy supply and demand and the importance of energy conservation, popularize energy conservation knowledge and methods, publicize energy conservation policies, promote new energy-saving technologies, new products, promote advanced models of energy conservation, and vigorously advocate a thrifty and civilized society. Energy-saving and strong atmosphere of energy saving for all people.
The news propaganda department shall work with the Development and Reform Commission and other departments to formulate a national energy conservation propaganda plan and incorporate major theme propaganda activities. All localities and departments should make overall plans to carry out relevant publicity work for the implementation of national energy conservation actions. The competent departments for energy conservation at all levels must organize centralized publicity and daily publicity in conjunction with relevant departments. The news media must formulate specific propaganda and reporting programs, increase reporting frequency in important periods, important layouts, intensify in-depth reports, increase publicity for energy-saving public service advertisements, expose wasteful energy sources, and fully exert the role of public opinion supervision. Actively organize the promotion of energy conservation education and energy conservation science popularization activities in industrial and mining enterprises, schools, and communities.
Fourth, strengthen organizational coordination and supervision and inspection
The National Development and Reform Commission shall work with relevant departments and units to organize energy conservation campaigns for all citizens, and strengthen the guidance and coordination of all national energy conservation initiatives for all regions and departments. Local competent energy conservation authorities at all levels shall, in conjunction with relevant departments, organize energy conservation actions for the entire region, and shall, in conjunction with quality inspection, industrial and commercial departments, strengthen the supervision and inspection of indoor air-conditioning temperature control, production and sales of plastic shopping bags, energy efficiency labels, and excessive packaging. Energy conservation supervision agencies at all levels must strengthen daily supervision to ensure that all measures are truly implemented.
